CARM RELEASE 1 – CARM CLIENT PORTAL – May 25, 2021

CARM ONBOARDING

 

Dear Valued Client,

The CBSA’s ‘go live’ date for CARM Release 1 – CARM Client Portal has been scheduled for Tuesday, May 25th, 2021 (barring no unexpected delays).

CARM is a multi-year initiative that improves the way CBSA assesses, collects, manages, and reports on import revenue and trade information. It simplifies processes and expands opportunities for the commercial trade community to interact electronically with CBSA.

CARM changes the way in which importers will see their accounting records.

Onboarding to the CARM Client Portal

The CARM Client Portal is a self-service tool to facilitate accounting and revenue management processes with the CBSA. Once the Client Portal goes live, custom brokers, trade consultants, and importers will be able to register, view, and verify their client and finance information.

Although Importers can register at any time after the Client Portal is available, Customs has advised that there will be a focus in the first month or two to onboard Customs Brokers first. This is to enable Importers to delegate authorities to their customs broker through the Client Portal, so Customs Brokers need to get set up first.

The Canadian Society of Customs Brokers, who is working directly with the CBSA during this transition and onboarding period, has created a CARM Registration Presentation outlining the process, but here are the key steps.

Key steps for CARM Registration

1. Obtain a business number (BN) and import-export number/s (RM) through the Canada Revenue Agency (if you don’t already have them).

2. Login via a Sign-In Partner or GCKey, and Create an Individual User Portal Account.

If you would like to use a GCKey to login to the portal, apply for the GCKey well in advance. It can take 2-3 weeks to receive your access code by mail. A GCKey allows you to use the same login for a variety of Government of Canada portals or online services.

3. Link User Account with Business Account.

Each company user or employee will require an Individual User Portal Account and have it linked to the business account. The role of Business Account Manager (BAM) is automatically given to the first individual who links their user account to the Business Account. Who should be the BAM? 4. As the Business Account Manager (BAM), you can now grant access (delegate authority) to employees and/or representatives such as your Customs Broker or Trade Consultant.

You are now set up to conduct business with the CBSA on the CARM Client Portal.

The website url to register and access the CARM Client Portal will be available on the CBSA website on May 25, 2021
