CARM Update: RPP Transition Period Coming to a Close
The CARM RPP (release prior to payment) transition period provided by CBSA when CARM launched on October 21, 2024 is coming to a close on April 19, 2025. It’s imperative that all importers currently utilizing RPP through the grace period provided by CBSA start the process of posting the required security to continue on the RPP program.

News Notice: Customs Notices, CARM Transitionary Measures, Import Surtax & Regulatory Changes
There have been significant updates ahead of the CARM transition in October (CN-24-27). These include revised procedures for submitting Duties Relief Program applications, drawback claims, and commercial temporary importations (CN-24-28). Additionally, a new 25% surtax on steel and aluminum products from China has been introduced. Stakeholders are also reminded of the upcoming regulatory changes for steel imports, specifically the requirement for Country of Melt and Pour (COM) information, which will be mandatory for clearance starting November 5, 2024.
