UPDATE ON CARM RELEASE 2
Dear Valued Client,
CBSA has provided an update to their timeline for CARM Release 2 originally slated for October 2023. In October, system testing will continue on a voluntary basis for a select few industry partners.
The original coming-into-force date has been postponed until May 2024 where CARM will become the official system of record. In addition, further enhancements are expected to become available in Fall 2024.
All commercial businesses must register to the CARM Client Portal by May 2024 to minimize impacts and delays with importations. Importers who complete registration will be entitled to Release Prior to Payment Privileges (RPP) transition period.
Specifically, this transition period will include 180 days allowing importers to familiarize and adapt to the new model, while ensuring border delays are mitigated.
Commercial Importers will still be able to obtain release prior to payment privileges during the transitionary period as they proceed to meet the requirements for financial security.
